The idea of development or progress has always been with us. We have aspirations or desires about what we would like to do and how we would like to live. Similarly, we have ideas about what a country should be like. What are the essential things that we require? Can life be better for all? How should people live together? Can there be more equality? Development involves thinking about these questions and about the ways in which we can work towards achieving these goals.

Individuals have dreams and desires – these can be related to better living standards, education, or opportunities. Think of a garden. Each plant (which represents an individual) has its own needs for sunlight, water, and nutrients. They seek things that are most important for them, i.e., that which can fulfill their aspirations or desires.

In other words, they want more income. Besides seeking more income, one way or the other, people also seek things like equal treatment, freedom, security, and respect of others. They resent discrimination.
While individuals have unique aspirations, many share a fundamental desire for financial stability, meaning the ability to earn a decent income. Additionally, they want to be treated equally and fairly, feel secure in their lives, and have respect in their communities. These shared desires among different individuals highlight a common thread in their aspirations for development.
Think about a sports team. Regardless of their roles, each player wants to win (income), to train without unfair treatment (equal treatment), and to be recognized for their contributions (respect). When all players work together towards these goals, the entire team can be successful.

So, two things are quite clear: one, different persons can have different developmental goals and two, what may be development for one may not be development for the other. It may even be destructive for the other.

For example, industrialists may want to build a dam for electricity, but this could displace local communities, including tribals, who depend on that land. Thus, development proposals may create tension and conflict as different groups have opposing interests.
Consider a neighborhood deciding on a new park. Some residents want a playground for children while others prefer a quiet area for relaxation. Their conflicting desires show that development can be a balancing act, ensuring that as many people as possible are satisfied.
