In Turkey, the self-help housing reconstruction method involves several strategies coordinated between the central government and local governors. There are three main options available to homeowners whose properties were damaged: 1. Cash Credits - Homeowners receive direct financial assistance to purchase new homes. 2. Technical Support - Homeowners receive stage payments during construction, which can be managed by local contractors or beneficiaries themselves. 3. Government Managed Construction - In this model, the government oversees the entire construction process and delivers completed homes to homeowners. These options allow for flexibility but also present certain challenges.

Think of this process like a school project where students can choose how they want to complete it. Some may prefer to buy materials themselves and build a model (cash credits), some may follow step-by-step instructions with teacher support (technical support), while others may want the teacher to build the model for them (government-managed construction). Each approach has its own benefits and challenges.

And even in this process, there are so especially, in the housing process especially, in after the 2000 Cankiri earthquake, there are also some other shortcomings; one is the house designs offered by the government have very little regard to local rural living styles...

Despite the options provided, there are some significant shortcomings to the government housing process. For example, the designs often do not consider local living styles which may lead to dissatisfaction among homeowners. Although families can choose their designs, they need to fund their own architects, which can be a financial burden. Additionally, educating homeowners on earthquake-safe construction practices takes considerable time and resources, and is influenced by the owners’ literacy levels.

Imagine playing with LEGO blocks. If a friend provides you with their version of a house design but it doesn't reflect your style, you might not be happy building it. Similarly, families want houses that fit their way of life, but they face challenges like not being able to afford an architect or needing help understanding how to build safely against earthquakes.

After the 1999 earthquake in Duzce province, various housing recovery methods were employed. The government initiated mass housing processes for homeowners of severely damaged houses, while also allowing for self-help initiatives. Data shows that a significant number of homes were constructed, indicating progress in recovery. However, many residents still faced challenges navigating these systems.

Think of this like a community coming together after a big storm that damaged houses. Some families get help from the government to rebuild their homes entirely, while others fix theirs little by little. The statistics reflect how many families have access to these plans and how recovery happens at different paces for each household.

If you look at the whole process, in the disaster acts or whatever they has been, it is mainly focus on whether someone owns something and whether it is lost and so that he can be compensated...

Often, disaster recovery strategies focus solely on homeowners, neglecting renters who also lose their homes during disasters. This oversight has led to recognized gaps in recovery efforts. Recent initiatives in Turkey have begun to address this issue, emphasizing the need for inclusive housing strategies that also support tenants who are displaced.

Consider a shared apartment where one person owns the unit while others rent. If a flood damages the building, the owner might receive assistance, but what about the renters who don’t have a home to return to? Just like making sure everyone in a shared space is considered during repairs, similar efforts are needed in disaster recovery for renters.

The three case studies which we will be discussing now. One is the Beyciler which is in the Duzce centre, it’s the row house about 168 houses are delivered...

Three case studies are highlighted to illustrate successful housing initiatives in Turkey post-earthquake: 1. Beyciler Project - In collaboration with international NGOs, local government, and community support, 168 houses were developed for families not eligible for government aid. 2. The Solidarity Housing Project in Golyaka - Involving detached houses and a multi-stakeholder approach. 3. UMCOR Duzce - A project focused on peri-urban development. These projects show the effectiveness of community partnerships in providing housing solutions post-disaster.
